Is that 12.5ml of the 32% and 87.5ml of the water makes 100ml of total solution at 4%
Or is it 12.5ml of the 32% and 100ml of the water dilutes it to 4%
I believe it's the former, but just wanted to clarify since we have some mathematically challenged forum members (of which I admit to being one).

You first assumption was correct: "Is that 12.5ml of the 32% and 87.5ml of the water makes 100ml of total solution at 4%"
Because our target is 100ml of 4% HCL solution.
So this means you would subtract the 12.5(HCL volume) from 100(target volume) which equals to 87.5(distilled water)
Finally when you add 12.5ml of 32% HCL Solution to 87.5ml of water, you end up with 100ml of 4% HCL solution.
